Municipal School of Second Opportunities

Barcelona City Council

Challenge

The Municipal Second Chance School (EM2O) was established in 2019 to guide, train and support young people who had experienced early school leaving, helping them resume their educational pathways.

After five years of operation, EM2O had developed a well-established intervention model and sufficient practical experience. The organisation therefore sought to undertake a modelling process to define an updated Theory of Change and develop an implementation and results’ evaluation.

Response

To address this challenge, Spora supports EM2O in developing its Theory of Change and conducting an evaluation of both service outcomes and implementation through an ex post, non-experimental evaluation design using a contribution analysis approach.

The project combines Theory of Change development with an evaluation based on both quantitative and qualitative methodologies. Service monitoring data are analysed, questionnaires are administered to current and former students, and focus groups are conducted with young people, families and the educational team.

The project results in an evaluation report and an infographic illustrating the programme’s outcomes, capturing the perspectives of the different stakeholders involved, and explaining how service implementation has contributed to young people’s educational and personal trajectories.
