Design project’s tracking systems training

QSL Serveis Culturals

Challenge

The QSL Serveis Culturals teams want to strengthen data collection and analysis in order to be able to carefully monitor the deployment of their services and programs, as well as to evaluate the effectiveness of their interventions. According to the entity’s perspective, data management must start from an intercultural perspective; in other words, monitoring must contribute to intercultural reflection.

Each program already has a monitoring and evaluation system, but with different degrees of development. Therefore, training must contribute to systematizing them, homogenizing them at the entity level and, finally, to reinforcing the culture of evaluation within the entity.

Answer

The proposed training combines theoretical and practical orientation, allowing each service or program to advance in parallel in improving its monitoring system, regardless of its starting point.

The training is structured in seven sessions that include a first theoretical block and a second practical block to apply the knowledge gained. In addition, between sessions, tasks are proposed, which are reviewed and returned with personalized improvement proposals.

The training program aims to achieve four objectives:

  1. a) Learn to design the different components of a monitoring system.
  2. b) Identify strengths and areas for improvement in the entity’s current data management.
  3. c) Understand how to design operational, useful and viable monitoring systems with indicators and tools adapted to the needs of projects and services.
  4. d) Learn to design indicators for intercultural reflection.

The proposal is based on the Theory of Change-based evaluation approach, which involves the development of a theoretical model of the program or service. This model guides the design of indicators, ensuring that they respond to the operation and objectives of the project.
