Creation of tools and methodologies tailored for technical staff working with migrant populations

Catalan Public Employment Service

Challenge

The Public Employment Service of Catalonia aims to strengthen the capacity of professionals within the public employment system in supporting migrant populations. In this regard, it is considered essential to provide tools and resources that support frontline staff, enabling them to incorporate approaches tailored to the diversity of profiles, trajectories, and needs of this group.

In response to this need, the present proposal is designed to achieve the following objectives:

  • Identify the challenges faced by migrant populations in employment guidance and job intermediation processes.
  • Analyse the strengths and capacities of the public employment system to respond to the needs of this group within these processes.
  • Define guidelines to improve the effectiveness of employment guidance and job intermediation services targeting migrant populations.
  • Design tools and resources to support professionals within the public employment system.

Response

Spora promotes a working process based on the generation and systematisation of expert and practical knowledge. Within this framework, it organises needs assessment sessions with SOC professionals, employment integration technicians from local administrations, as well as foundations and specialised organisations across Catalonia. These sessions make it possible to gather experiences, identify challenges, and detect opportunities in the provision of services to migrant populations.

At the same time, Spora conducts a benchmarking exercise aimed at identifying good practices and transferable intervention models from other contexts, both at national and international levels.

Based on this process, Spora develops the following outputs:

  • Diagnostic and improvement proposals for employment guidance and support services targeting migrant populations, enabling a better understanding of key barriers and the definition of priority lines of action.
  • Technical support guide for employment guidance and support from an intersectional perspective, designed to provide practical tools for professional teams.
  • Detailed training plan, aimed at strengthening professionals’ competences in addressing diversity.
  • Methodological deployment of a territorial working group, to foster coordination, networking, and continuous improvement of services.
