Challenge
During 2025, the Vic City Council, through the Preventive Intervention in Open and Community Settings teams and the Moderate and Severe Social Risk Intervention teams, promoted a process of review and redefinition of the municipal socio-educational model. This process was carried out in parallel with the implementation of the new model and aimed to refine, organize and bring coherence to an intervention structure that combines educational work, a community perspective, and specialized social support. In this context, the City Council commissioned Spora to help operationalize and further define the working methodology of the socio-educational intervention model by facilitating a technical working space with the teams involved in the project.
Response
Spora’s support played a facilitative role: opening spaces for shared reflection, shaping emerging agreements, identifying structural challenges, and translating them into operational decisions that enable progress toward a more integrated, sustainable model better aligned with the needs of the city’s children, adolescents, young people and families. The support process was carried out through a methodology based on collective reflection, operational co-construction, and the progressive systematization of agreements. This methodology combined strategic working spaces, operational review sessions, and working sessions focused on case analysis, role definition, and the development of intervention pathways.
The methodology followed four key principles:
Joint construction: all definitions emerged from shared work between the Open and Community Setting teams and the Moderate and Severe Social Risk teams.
Continuous adjustment: each session produced agreements that were reviewed, expanded or refined in subsequent sessions.
Grounding in practice: the definition of pathways and roles was based on real situations addressed by the teams.
