Challenge

Taking advantage of the umbrella of the Interculturality Plan of Barcelona – PBI (2021-2130) and the work on intercultural perspective that is being done at the local level, the District of Nou Barris promotes the development of a District Intercultural Action Plan (PAID). The PAID of Nou Barris will operationalize the fifth axis of the PBI, Ensuring that all municipal government action incorporates the principles and the intercultural approach. This axis refers to the need for the municipal administration to equip itself with the appropriate instruments to promote, develop and evaluate policies with an intercultural perspective, which take into account the dimensions of territorialization and mainstreaming of interculturality.

Response

In order to elaborate the PAID of Nou Barris Spora proposes a participatory methodological approach, generating a technical space for heterogeneous participation among the different key actors of the District. First, the District conducts an online survey aimed at its staff, designed by the District’s Interculturality Service and the Barcelona Intercultural Program, to identify the knowledge, needs, challenges, etc. of its staff in relation to the intercultural perspective and its implementation. This information allows for an initial diagnosis of the District’s starting situation in terms of interculturality, and to identify possible areas of action to be worked on within the framework of the participatory process of developing the PAID. Once this initial diagnosis has been made, three participatory spaces are activated to develop the PAID:

  • A driving group in charge of planning, analyzing and monitoring the process of elaboration of the Intercultural Action Plan, formed by technical representatives of the District, the Department of Intercultural and Religious Pluralism, the Barcelona Interculturality Program and Spora Sinergies.
  • An Intercultural Action Group (GAI), a working space formed by technicians identified and convened by the Motor Group, who elaborate proposals of objectives and proposals of actions of the Plan.
  • Working sessions with local entities that work and promote the intercultural perspective and the defense of the rights of people from diverse cultural contexts.

PAID includes the information gathered through the group dynamics, as well as the review of secondary sources and the analysis of the answers to the questionnaires addressed to the technical staff. In addition, the PAID will incorporate process indicators to facilitate the monitoring of its implementation.
