Challenge
The Barcelona Provincial Council, through its Service for Coexistence and Diversity, supports local authorities in promoting social cohesion, equality of treatment and non-discrimination (ETND) through specific policies and tailored resources. In the field of immigration, this support is provided through the Diversity and Cross-Cutting Projects Section, which promotes intercultural policies, support for the reception and integration of immigrants, immigration advisory services, and policy strategies aimed at advancing non-discrimination, equal opportunities and anti-racism, in line with Catalonia’s Law 10/2010 on Reception and Law 19/2020 on Equality of Treatment and Non-Discrimination.
In this context, the Provincial Council seeks to update and redefine local immigration, reception and diversity management strategies and policies by incorporating the dimensions of intersectionality and ETND, providing municipalities with a conceptual and operational framework that is aligned with current social challenges.
Response
Spora is carrying out a process of diagnosis, conceptual review and strategic planning aimed at integrating an intersectional perspective, anti-racism and equality of treatment and non-discrimination into local public policies. The process includes consultation and validation spaces involving key stakeholders from the Provincial Council, local authorities and expert professionals, with the objective of developing a shared proposal tailored to the realities of municipalities across the province.
As a result, a framework document is being developed to redefine local immigration strategies from a comprehensive perspective, incorporating strategic priorities, methodological recommendations, monitoring indicators and practical tools for local implementation.
This initiative helps provide municipalities with an updated framework for addressing diversity from a rights-based perspective, strengthening social cohesion and advancing towards more inclusive territories free from discrimination.
