II Equality Plan for Premià de Dalt (2024–2028)

Premià de Dalt Town Council

Challenge

The Premià de Dalt Town Council set out to develop a new Equality Plan to consolidate and strengthen its gender equality policies and actions for the 2024–2028 period. An evaluation of the first Equality Plan had previously been carried out, revealing a highly positive overall assessment of the initiatives implemented by the municipality. At the same time, it identified several areas for improvement, including designing actions that are realistic, achievable, and proportionate to the available resources; incorporating clear and easily measurable monitoring and evaluation indicators; and resuming training programmes on the gender perspective, among other recommendations.

The renewal of the Plan also provided an opportunity to incorporate a sexual orientation, gender identity and gender expression perspective. The objective was to ensure that the new Plan included actions promoting the visibility of diversity, protecting the rights of LGBTI+ people, and strengthening efforts to combat discrimination based on gender identity, gender expression, or sexual orientation.

Against this backdrop, the 2nd Local Equality Plan for Premià de Dalt was developed to promote gender equality and contribute to the eradication of gender-based violence in the municipality, ensuring that everyone can live and express themselves freely and safely.

Response

The 2nd Local Equality Plan for Premià de Dalt was developed through a participatory process involving the Town Council’s key departments, local residents, and organisations and community facilities across the municipality.

The Plan is structured into two main sections:

  • Action Plan, which sets out the initiatives that the Town Council will implement over the four-year duration of the Plan. The actions are organised into seven strategic areas: Commitment to Gender Equality; Gender-Based Violence; Coeducation and the Promotion of a Culture of Equality; Health, Sexual and Reproductive Rights; Employment and Labour Rights; Culture and Sports; and Public Space, Mobility and Participation. For each action, the Plan identifies the responsible and participating stakeholders, the implementation timeline, any additional budget requirements, and the monitoring and evaluation indicators.
  • Monitoring and Evaluation, which establishes the Plan’s monitoring framework through the creation of a committee that will meet regularly to review the implementation of actions and carry out the agreed evaluation process.
