Challenge
The Diputació de Barcelona’s Equality Policies Service supports municipalities through the deployment of projects and programmes in the form of technical, economic, material and training resources, as well as research, innovation and the generation of networks. Within this deployment, there are resources aimed at the implementation of LGTBIQ+ policies from municipal action to advance towards the defence of the rights of all LGTBIQ+ people and to make sexual and gender diversity a value shared by all citizens.
After a few years of this deployment, the Equality Policy Service plans to open a space for dialogue and work to analyse the current state of LGTBIQ+ policies in the Barcelona area and to draw up proposals for improving the services and programs. This space will be made up of technical staff from the municipalities of the Barcelona area, LGTBIQ+ organisations and other key agents in order to gather different experiences, perspectives and proposals.
Response
A study has been carried out to analyse the role of Diputació de Barcelona in supporting LGTBIQ+ policies and, therefore, the implementation of public policies in the Barcelona Region, through support for county councils and town councils. Through this study, possible improvements have been detected to optimise the services and resources offered, adapting them to the social, institutional and territorial reality of the Barcelona Demarcation. A participatory process has also been carried out with key agents (local councils, county councils, organisations and associations, experts, etc.) to gather different perspectives and enrich the proposals. This evaluation and review process aims to consolidate more effective and sustainable policies to advance in the inclusive construction.
