Action Guide for Tackling LGBTI-Phobic Violence

Provincial Government of Barcelona

Challenge

The Equality Policies Service of the Barcelona Provincial Council aimed to provide municipalities with a practical guide for responding to LGBTI-phobic hate incidents. The purpose of the guide is to offer clear guidance, practical resources, and response procedures that support a coordinated, effective, and rights-based response to people affected by LGBTI-phobic violence, while also providing concrete tools to prevent, identify, and respond to situations of LGBTI-phobic violence in public spaces.

Response

Drawing on a review of the current legal framework, existing initiatives, and previously developed protocols, a guide for responding to LGBTI-phobic hate incidents was produced. It includes the following sections:

  • Internal response procedure for LGBTI-phobic hate incidents
  • External response procedure and public communication
  • Support for victims and their social environment
  • Prevention and community-based action
  • Available resources

The guide is intended to facilitate mechanisms for identifying LGBTI-phobic violence that can be adapted to the specific context of each municipality. It also provides guiding principles and practical tools to support the prevention and response to LGBTI-phobic violence occurring in public spaces.
