Challenge

The Equality Policies Service of the Provincial Council of Barcelona faced the challenge of providing municipalities with a guideline for action in cases of LGTBQ-phobic violence. The aim of the guide is to offer clear guidance, useful resources and response procedures that facilitate a coordinated, effective and rights-based response for people affected by LGTBQ-phobic violence, as well as to provide concrete tools to prevent, detect and intervene in situations of LGTBQ-phobic violence in public spaces.

Response

Through a documentary review of the current regulatory framework, previous actions and existing protocols, a guideline for action in cases of LGTBQ-phobic violence was developed. The guide includes the following sections:

  • Internal procedure for action in the event of an LGTBQ-phobic violence

  • External response procedure and public communication

  • Support for the victim and their close environment

  • Prevention and community work

  • Available resources

This guide aims to facilitate mechanisms for the detection of LGTBQ-phobic violence that can be adapted to the reality of each municipality, as well as to provide guiding principles and practical tools for addressing LGTBQ-phobic violence occurring in public spaces.
