Manresa Citizenship Plan (2025–2029)

City Council of Manresa

Challenge

The City Council of Manresa seeks to update its Citizenship Plan to guarantee equal rights and opportunities for all residents, regardless of their origin, socioeconomic situation, or gender. It also aims to promote social cohesion and coexistence in diversity, addressing in a cross-cutting manner the factors that can generate structural inequalities or barriers to accessing municipal services and resources. The new Plan must establish the framework for public citizenship policies, with an intersectional and intercultural perspective, transcending the boundaries between the City Council’s technical areas as well as between the local administration and the community.

Response

The Manresa Citizenship Plan 2025–2029 has been developed through a participatory methodology that has facilitated dialogue between the teams of the City Council of Manresa and the city’s residents. The process has been carried out through internal participation spaces —with a Coordinating Group and a Steering Group made up of political leaders and municipal technical staff— and external participation spaces with local entities and community members, who have identified needs and proposed actions that shape the Plan.

The document is structured around several strategic pillars that address issues such as the internal organization of City Council work teams, citizen participation, access to municipal services and resources, communication, among others, and includes indicators to monitor the actions and objectives of the Plan.
