Territorial diagnosis regarding discrimination in Viladecans

Challenge

The City Council of Viladecans wants to increase technical knowledge and gather information on equal treatment and non-discrimination in the city, to provide content to the Department of Feminist Policies, Civil Rights and Inclusion, recently created. Specifically, the objectives of the accompaniment are:

  • To provide content to the Civil Rights and Inclusion Service on equal treatment and non-discrimination.
  • To guide the Civil Rights and Inclusion Service to design actions adjusted to the needs of the municipality.
  • To introduce equal treatment and non-discrimination in the team’s work practice.
  • Improve the management of diversity and address inequalities from an intercultural and intersectional perspective.

Response

A participatory technical accompaniment led by a municipal multidisciplinary technical committee, with the participation of the Coexistence and Diversity Service of the Barcelona Provincial Council, was carried out over a period of 5 months (December 2024-April 2025). This process made it possible to carry out:

  • An internal analysis of municipal services, to detect shortcomings and improvements in the management of diversity and to respond to discriminatory practices.
  • The identification of objectives and actions already planned in public policy instruments of the municipality, to link them with the axes of Law 19/2020 on Equal Treatment and Non-Discrimination.
  • A training with more than 40 professionals on equal treatment and non-criminalization, which included contents on the legal framework, the paradigm of person-centered care and tools to detect and address discriminations.
  • The concretion of the operational matrix that orders new actions to be developed to work on equal treatment and non-discrimination at the local level, in line with the contents of the Law 19/20 on Equal Treatment and Non-Discrimination of Catalonia.
