Every year, the Catalan Ombudsman carries out a report about social rights by Barcelona City Council. This report is based on contributions from the public (demands, complaints, grievances, support, etc.). In 2020, as a result of COVID-19, citizen demands are received that link the situation of the pandemic with the loss of social rights. Thus, from the syndicate a search is made in secondary sources to contextualize these citizen demands with a set of data that give it a broad framework.
The Catalan Ombudsman hypothesizes that during the pandemic the vulnerability in Barcelona and the inequalities between the neighborhoods are increasing. The answer to this hypothesis is gathered by addressing the following research question: What are the situations of vulnerability arising from covid-19 that involve a loss of social rights?
Spora is carrying out a report that analyses the impact that COVID-19 has had on the situations of vulnerability of the citizens of Barcelona. This report is based on an analysis of secondary sources throughout the month of November 2020, with specific research during the month of December and January 2021.
This report is structured around 4 basic rights towards which the impact of COVID-19 has been determined. These rights are:
- Basic Social Rights.
- Basic Rights in Education.
- Basic Health Rights
- Basic Housing Rights.
